5 cops went into my house without permission or a warrant and i want to press charges, who is the best lawyer to contact?

I would contact the Wisconsin Bar Association at (608) 257-3838. They should be able to provide a referral to a lawyer who is an expert in this area or, at minimum, point you in the right direction.

The case in point is one in which the district attorney declines to investigate and file charges against someone although it seems to be clear that a law has been broken. It seems to me that a charge of nonfeasance in office can be filed against this DA, or should a charge of malfeasance or misfeasance also be considered, and would all of these charges be considered to be the same degree of violation, i.e., a felony or misdemeanor?

“Nonfeasanse” in office is not a crime anywhere. If the electorate do not think an official is doing the job, they can elect somebody else.
